“Unexpected” cost overruns are nothing new for government programs. When Medicare was passed in 1965, it was predicted the program would "only" cost $12 billion by 1990 (it actually cost a whopping $110 billion per year by 1990, nearly 10 times more than predicted).

The rapidly rising costs of ObamaCare will likely far outpace the amount by which Medicare exceeded its original cost estimates. But the soaring economic costs of ObamaCare will pale in comparison to the escalating losses of freedom.

The infringement of personal freedom receiving the most attention lately has been the “individual mandate” which requires Americans to purchase health insurance. This issue is at the heart of the current legal challenge before the U.S. Supreme Court. Lost in the debate, however, is the fact that ObamaCare also poses numerous other mandates, controls and burdens on patients, their doctors and employers. Abbott Labs Cuts 1900 Jobs After Health Overhaul Prompts Restructuring, Bloomberg.com

Abbott Laboratories, maker of the rheumatoid arthritis drug Humira, said it will cut about 1,900 jobs as part of a restructuring of its pharmaceutical business.

The cuts, amounting to 2 percent of the workforce, will help the Abbott Park, Illinois-based company cope with the U.S. health-care law passed last year, Abbott said in a statement today. The drugmaker said it would take charges of about $295 million in the coming years to transfer product manufacturing to new locations, including about $165 million this year.

The job cuts come “in response to changes in the healthcare industry, including U.S. health-care reform and the challenging regulatory environment,” Abbott said in the statement.

A year from now, the federal government will start collecting a new tax on medical devices from tongue depressors to imaging machines, thanks to the sweeping health-care overhaul that Democrats enacted in the spring of 2010. People in the industry say it’s already having an effect.

In November, citing the new tax, Stryker Corp. (SYK), whose products include artificial hips and knees, announced that it would let go about 1,000 of its workers. Earlier last year, Covidien Plc (COV), maker of surgical instruments, said it would lay off 200 workers in the U.S. and moveproduction to Costa Rica and Mexico. It, too, cited the tax.

Medical-device companies employ more than 400,000 Americans. Their wages are higher than the national average. The U.S. is a net exporter of medical devices.

The tax will change these numbers for the worse. It will be levied at 2.3 percent of sales; on average, profits make up less than 4 percent of sales in the industry. The AdvaMed study concludes, “The new 2.3 percent excise tax will roughly double their total tax bill and raise the average effective corporate income tax rate to one of the highest effective tax rates faced by any industry in the world.”

Boston Scientific to Shed Another 1,400 Jobs

The Boston Globe reports that Boston Scientific is set to reduce its workforce by 1,200 to 1,400 jobs. ObamaCare imposes taxes on medical device makers which could be impacting this latest move. According to the Globe, Boston Scientific experienced a "setback" when "the Food and Drug Administration said it was investigating whether plastic mesh made by Boston Scientific and other companies should be banned for a procedure to treat a gynecological condition called pelvic organ prolapse."

A new report from the Beacon Hill Institute at Suffolk University reaches several conclusions about the 2006 Massachusetts health care law (commonly referred to as "RomneyCare" after former Massachusetts Governor Mitt Romney).  President Obama has stated on several occasions that RomneyCare served as the model for his own health care initiative, PPACA (or "ObamaCare").  In this regard, the costs and consequences of RomneyCare serve as an earlier warning signal of what doctors, patients, employers and taxpayers can expect nationwide as a result of ObamaCare.

WSJ: PPACA Will Erode Private Insurance Market

According to today's Wall Street Journal, the National Federation of Independent Businesses (NFIB) is releasing a new survey of how businesses will react as a result of the consequences - intended or otherwise - of the PPACA. WSJ states the survey concludes that "one in three businesses may drop insurance coverage as a result of the new health-care law."
